Fix up edge case error with tiered flea weapon builds (#1027) 
Currently there is an error on the server if certain weapons or weapon
parts are selected that the user hasn't unlocked yet but attempts to use
for said weapons or parts for a build with the tiered flea, this
remedies that by never showing these parts.

Added new Cultist Recipes to the hideout.json file (#1022) 
These should be 1:1 from my own testing in PvP and PvE
You are not require to merge this (obv), I'm simply making the PR to
give ID's, and how it should work, you guys can always add it yourself.
