Changes the following:
- New targets, module and moduleResolution for mods
- Enables `isolatedModules` as this matches the SPT server.
- Includes user/mods in tsconfig.json to allow for mods to be loaded
when a debugger is attached.
See 0d1e1ba3591458bb195812232d3b8c3345abbeaa for actual changes. The
rest is from running the `style:fix` script.
- Consolidated ignores
- Enabled for `ModCompilerService.ts`
- Added a format ignore line to `ModCompilerService.ts` to prevent
mappings from being affected
- Enabled for `jsonc` file types

- Changes to import typing for ILogger and ICloner
- Targets es2022 in compilerOptions (Matching the target in .swcrc)
because otherwise Biome doesn't seem to find a proper target.
- Fixes up the seasonal event typing
- fixes run:debug to target the correct file
- Enables TS strict mode
- Adds script to check types
- Adds workflow to run check-type script
- Updates the code-checking workflows to share the same set-up job
This updates the `tsconfig.json` option to enable strict mode.
*However*, we use TSX for development and SWC for release, which do not
type-check, so this option only gives additional linting/visual-feedback
in VSCode.
Additionally, I've added a NPM script `npm run lint:types` and a GitHub
workflow that runs it.
**This depends on #1005.**

- Drops support for `ts-node`, `ts-node-dev`, and `tsconfig-paths`
- Changed workspace debug configuration to use `tsx` in watch mode

- `run:profiler` now uses swc instead of tsc.
- Removed `tsconfig.test.json` as it was only being used for the profiler which is now using swc.
- simplified `tsconfig.json` and `tsconfig.typedef.json`, they both had `baseUrl` and `paths` set to the same values, so i just moved them to `tsconfig.base.json`

Initially this was going to be an update to dependencies but it seems i got a little carried away!
Anyways this PR removes 2 unused dependencies (`jshint` and `utf-8-validate`), and 2 other, `del` and `fs-extra` that were replaced by the built-in `fs/promises`.
It also renames all `tsconfig` and `Dockerfile` files, in a way that when viewed in a file tree sorted alphabetically they will be next to each other.
It also updates the typescript target to `ES2022`, and changes moduleResolution from `Node` to `Node10` (this isn't an update, they are the same thing but `Node` is now deprecated).
It also adds the `node:` discriminator to every import from built-in modules.
It also has major changes to the build script, `del` and `fs-extra` were only being used in the build script, it's now using `fs/promises` instead, cleaned up the code from some functions, adds better documentation to a few functions, and renames some gulp tasks and npm scripts to better represent what they actually do.
And finally it updates dependencies, except for `atomically` which can't be updated unless the project switches to ESM.
