This is the first pass of ESLint on the codebase.
ESLint formatting is less strict when it comes to line-length and line-breaks then dprint/biome, so if you see formatting that you don't like... fix it! It shouldn't require a configuration change.
- This should merge clean into master (when the time comes).
- This will not merge clean into `3.9.0-DEV`, but the conflicts aren't that bad.
It now returns an empty array if the pool is initially empty.
This function does not guarantee the number of elements returned because it will break out the loop early if the pool is exhausted.

Fixed some instances of:
- Unordered imports
- Reassigning function parameters
- Modifying values in assignment/return statements
- Array.forEach being used instead of for...of
- Simplified control logic
- Ability to use @spt-aki path alias on the whole project.
- Swapped all imports from relative paths, for imports using the path alias.

Replaced calls (where possible) to JSON.parse/stringify with use of `jsonUtil` functions
`VFS.ts` was tricky, it can't be updated as it'd create a circular dependency
Also add json5 to package.json for modders to have access to
